Overview

Parking Enforcement Services (PES) is an experienced and established service based division of Wilson Parking Australia. We have a proven track record in providing monitoring and enforcement services dating back to 2003.

We currently provide our enforcement service across more than 300 car parks throughout Australia including a number of major retail centres, tertiary institutes, hospitals, residential locations and business centres.

We work closely with our clients to ensure our service falls within their service expectations. Our service is based on a willingness to be flexible in adapting the model to best monitor and minimise the level of parking abuse in each of the respective centres.

The primary aim of our service is to free up bays in busy car parks so that genuine customers can more easily find a parking space. Based on our experience, towing and wheel-clamping tend to be more aggressive with little room for the parker to appeal. PES takes the direct confrontation out of policing car parks as it is essentially breach notice issuing. The notices are not a fine, but a breach of contract fee to cover the cost of enforcing the terms and conditions of parking and recovering the breach fee.

When a driver enters the car park they do so after accepting the terms and conditions (e.g. customer parking only, time-limited parking, parent or mobility bays etc.) as stipulated on the signage. Failure to abide by these conditions means that the parker is in breach of contract and, as per the terms of parking, a breach notice can be issued.

Parking Enforcement Services have invested considerable resources in legal advice and signage to ensure that the PES service is consistent with Australian contract law.

Q. I have a car park or a parking issue I want resolved, how can I secure your services and how much will this service cost me?


A. Please complete the online form in the sales contact area of this web site. After we have received your enquiry, a local representative will be in contact, from there we can determine what service suits your car park and if there is a cost to the service. Generally we can offer our service free of charge to our clients. We recover all our fees from the offending vehicle. Other services that may be required are negotiable, at competitive rates.


Q. How do I avoid receiving parking breach notices?

A. Our goal is to serve our clients parking customers - not issue parking breach notices.
We and our clients value your patronage and we continue to invest in products and services to make it easier and faster to secure your parking needs - be that for an hour, a day, a week or more.

Depending on the location where you park at, we encourage you to consider the following:

  • Plan ahead - Arrive early for scheduled appointments, so that you are not rushed looking for a space to park and to confirm payment.
  • Consider your purchase - Ensure that you have sufficient coins before you arrive at the car park or pay using a credit card, then make sure you purchase sufficient time for your needs not just the minimum.
  • Err on the side of caution - Be aware of terms posted in the car park, as parking products, times and rates will vary from location to location.
  • Monthly Parking* - If you regularly park in the same car park, then a monthly parking permit may be the ideal solution. Click here for more details and available locations.
  • Book A Bay* - Wilson Parking’s award-winning Book a Bay service allows you to pre-pay for your parking online, often at a discount rate. Click here for more details and available locations.
  • Pay-by-Phone* - In some car parks we offer epark allowing you to arrange parking by mobile phone and when running down on time you will get a text message asking if you would like to extend your parking. Click here for more details and available locations.

Q. Are private parking breach notices enforceable?


A. Yes, private parking breach notices are enforceable under laws relating to contract and informed consent.


Q. How did you obtain my name and address?


A. In some cases you may have provided your details in a previous appeal to Parking Enforcement Services, we also may have obtained the details by order of the applicable court in your state.


Q. I have received a letter from my state transport authority advising that you have requested my details. Why have you requested my details?


A. In most cases it will be because you have an outstanding parking breach notice, please contact us for further details or we will be in contact with you to advise when and where the breach notice was issued and the amount that is outstanding.


Q. Do you operate under contract?

A. Yes. Parking Enforcement Services only operate under a signed operational contract.


Q. Do you carry insurance?

A. Yes, Parking Enforcement Services carries $50 million in Public Liability and Property Damages insurance.


Q. Are your officers trained?

A. Yes, all of our offices have undergone extensive in-house training in conjunction with their own security guard qualifications.

Payments

The easiest way to pay your breach notice is Online through our secure payment portal. Simply click “Pay Now” enter your breach number, registration plate and then click search. Online payment is available on PC and your chosen mobile device.

How we collect your personal information Wilson Parking Australia 1992 Pty Ltd (Wilson) collects personal information about individuals as part of the course of our business. Wilson may collect personal information when you (or an organisation you are associated with):

  • Enters into an agreement with us to provide or receive a service
  • Deals with us over the telephone, sends us a letter or an email
  • Visits our website or when you visit us in person


The type of information we collect may include (but is not exclusive of) your name, mailing address, telephone numbers, cheque, bank and credit card payment details and Email address. There may be occasions when we source personal information about you from a third party (for example a credit reporting agency or marketing company). Wilson may also automatically collect non personal information through the standard operation of its information systems infrastructure. Wilson may also obtain personal information from the Department of Transport as a consequence of orders made by the Supreme Court. This information is limited to the name and address of the registered owner of a vehicle to which a Parking Breach Notice has been issued, but not paid. The registered owner may then supply Wilson with the name and address of the driver of such a vehicle.

How we use personal information It is our usual practice to collect personal information directly from you. We use your personal information for the purposes for which you give it to us and also for related management and administration purposes. The primary purpose of collecting any relevant personal information is to be able to provide you with our goods and services. Names and addresses of our customers may also be provided to a mailing house to mail account statements to each customer, and to debt collection agencies to collect outstanding debts. We may also use or disclose personal information for other purposes such as helping us to identify products and services that may interest you. If we have obtained personal information from the Department of Transport as mentioned above, we only use that information to contact you to determine whether to commence proceedings in relation to those particular Parking Breach Notice(s), and to commence proceedings if necessary. We are not permitted and do not use the information for any other purpose.

Keeping Information up to date If we do collect any relevant information we will take reasonable steps to ensure your personal information is accurate. If you learn that the current information we hold about you is inaccurate, you should contact us. You can request details about your personal information You should contact us if you wish to find out about the personal information we hold about you. We will need to verify your identity before giving you access. If your request is complex, we will ask you to put it in writing and will usually deal with such a request within 14 to 30 days. We may charge you a fee for processing the request. We do not take any steps to update information obtained from the Department of Transport as mentioned above. We may not be able to give you access. We may not be able to tell you what personal information we hold about you in certain circumstances including where the information relates to anticipated legal proceedings or where the information would reveal commercially sensitive information.

Storing your personal information Wilson will take reasonable steps to protect the personal information it holds from misuse, loss and from unauthorised access, modifications or disclosure, including steps to ensure that information obtained from the Department of Transport is not accessed or used other than for the purposes described above.

The Conditions of Entry and Limitation of Liability for each site are displayed at the entry and or throughout the car park.

By bringing your vehicle into the Car Park, and allowing it to remain on site, you agree to enter into a contract with Wilson Parking Australia 1992 Pty Ltd. If you do not agree to the terms and conditions displayed, immediately remove your vehicle from the Car Park.
